This is an initiative that aim to reduce incidence or HIV risk to vulnerable Adolescent girls and young women (vAGYWs) aged 15 to 24 years with combination of interventions (bio-medical, structural and behavioral) and decrease their vulnerability in Mbeya City Council.

DREAMS Core Packages

  1. Condom Promotion & Provision

  3. Referral to comprehensive Family Planning (FP) counseling and receiving Contraceptive Method mix services

  4. Social Asset Building, Community Mobilization & Norms Change.

  5. Combination Socioeconomic Approaches,

  6. Referral to Voluntary medical male circumcision


  1. Run KIHUMBE Resource center as meeting point for vAGYWs to learn and acquire knowledge through sessions and training.

  2. Identification: Identification and Enrollment of AGYWs through the use of Girl Roster Tool and Vulnerability Index tool

  3. Provide HIV and AIDS services such as HIV education on correct and consistence use of male and female condoms, HIV testing services,  IEC Materials and Psycho-Social support services to vAGYWs and their sexual partners.

  4. Establish and run condoms outlets. Points/center for free condoms distribution and provision of HIV prevention education on the correct and consistence use of condoms.

  5. Provide HIV testing services to VAGYWs and  sexual partners.

  6. Linkages and Referrals: Provide referrals forms and escorting beneficiaries/clients to other friendly services such as HIV and Testing services, Care and Treatment Clinics (CTC), CBHS and other related HIV and AIDS services.

  7. Training & Sessions: – Conduct sessions on different topics available on stepping stone manuals

  8. Organize and formulate vAGYWs and Partners support groups for Income generating Activities (IGAs).

  9. Family Planning services;- Provide education and counseling on Family planning (FP) and referrals to comprehensive FP services and receiving contraceptive method mix services.

  10. Provide education on Social Asset building to AGYWs of 15-19 years old.
  11. Community Mobilization & Norms Change.
  12. Vocational Training support – Support  VAGYWs to attend Vocational training in different courses . Such Courses offered at KIHUMBE vocation Training center include Mechanics, Tailoring, Driving and Electrical course. VAGWs are also connected & linked to VETA.
  13. Peer educator’s Monthly meetings; To get feedback on the implementation of DREAMS activities and share challenges encountered in the field.
